The development of the Premier began back in 1994, which was then called the PD-374, and development occurred throughout that year. In 1995, at the annual National Business Aviation Association Convention, the aircraft was officially launched. The construction of its first prototype began in 1996.

The Premier is constructed with high-strength composite, and a carbon fiber epoxy honeycomb fuselage.
